Mark Duncan/AP WASHINGTON -- U.S. producer prices were flat in August, pointing to muted inflation pressures that should see the Federal Reserve in no hurry to raise interest rates. The Labor Department said Tuesday its producer price index for final demand was unchanged as gasoline and food costs fell. Producer prices had edged up 0.1 percent in July. Economists had expected a 0.1 percent increase last month. In the 12 months through August, producer prices increased 1.8 percent after rising 1.7 percent in July. The report came as Fed officials were due to start a two-day policy meeting. Data on retail sales, manufacturing, the services sector and housing have suggested the economy is on a sustainable growth path. The tame producer prices report, however, implies the U.S. central bank could bid its time before lifting its benchmark overnight lending rate from near zero, where it has been since December 2008. Last month, prices at the factory gate were held back by a 1.4 percent decline in gasoline prices, which followed a 2.1 percent fall in July. Food prices slipped 0.5 percent after rising 0.4 percent in July. Prices received for services at the final demand level increased 0.3 percent after nudging up 0.1 percent in July. Producer prices excluding food and energy ticked up 0.1 percent, slowing from a 0.2 percent gain in July. In the 12 months through August, the core PPI for final demand advanced 1.8 percent. It had increased 1.6 percent in July. A broader measure, which excludes food, energy and trade services, increased 0.2 percent after increasing by the same margin in July.

Another environmental services player that looks ready to trigger a near-term breakout trade is GSE Holdings (GSE), which provides geosynthetic containment solutions for environmental protection and confinement applications. This stock has been hammered by the bears so far in 2013, with shares down big by 55%.
If you take a look at the chart for GSE Holdings, you'll notice that this stock recently ripped sharply higher back above its 50-day moving average of $2.32 a share with heavy upside volume. Following that move, shares of GSE have started to trend sideways between $2.60 on the downside and $2.95 on the upside. Shares of GSE are now starting to move within range of triggering a near-term breakout trade above the upper-end of its recent range.
Traders should now look for long-biased trades in GSE if it manages to break out above some near-term overhead resistance levels at $2.79 to $2.95 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 221,545 shares. If that breakout hits soon, then GSE will set up to re-test or possibly take out its next major overhead resistance levels at $3.50 to $4 a share.
Traders can look to buy GSE off any weakness to anticipate that breakout and simply use a stop that sits right below support at $2.60 or below its 50-day moving average at $2.32 a share. One could also buy GSE off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Railroads outside of North America have a range of track gauges that are sized differently than in North America, which requires it, in some cases, to alter manufacturing specifications for foreign sales. The Company has added 10 new or redesigned products to its portfolio in the last five years, including the AVC, slab and coil steel railcar, triple hopper and hybrid aluminum/stainless steel railcars, ore cars, ballast cars and aggregate cars. The Company�� manufacturing process involves four basic steps: fabrication, assembly, finishing and inspection. In its fabrication processes, it employ standard metal working tools, many of which are computer controlled. Each assembly line typically involves 15 to 20 manufacturing positions, depending on the complexity of the particular railcar design. It uses mechanical fastening in the fitting and assembly of its aluminum-bodied railcar parts, while it uses welding for the assembly of its steel-bodied railcars.
